The campaign, launched in late 2012, is driving manyrich Chinese to emigrate or transfer assets overseas. Chinese are applying for investor visas overseas in ever larger numbers, and Hong Kong is the top destination, according to a report last year by the Centre for China and Globalization, a Chinese think-tank.中国内地的反腐运动始于2012年末,这场运动正促使很多中国内地富人移民至海外或将资产转移到海外。根据中国与全球化智库(Centre for China and Globalization)去年的一份报告,申请海外投资移民的中国内地人数在不断增加,香港是首选目的地。
The visa programme, introduced in 2003 to attract foreign investment, granted residency to those who brought at least HK$10m ($1.3m) to the city’s financial markets. Almost 25,000 of the 40,000 applications received by September last year were approved, bringing in investment in excess of HK$200bn, according to government data. Another aspect of the scheme’s appeal was that it did not scrutinise the source of applicants’ assets, immigration agents say. Eddie Kwan, chairman of EK Immigration Consulting, the biggest local immigration agency, said applications from well-off Chinese were down 30 per cent at his company last year, the first drop in recent years.
