中国政府网发布《加速宽带网建设指导意见》.

　　中国政府网2015年5月20日正式对外发布《国务院办公厅关于加快高速宽带网络建设推进网络提速降费的指导意见》。

　　China Officially Publishing New Agent Policy

　　-----“The guidance of quickening high speed broadband network construction and cutting down the broadband charge from General Office of the State Council” in 20th May 2015.

　　《意见》指出，中国将建设建设高速畅通、覆盖城乡、质优价廉、服务便捷的宽带网络基础设施和服务体系，既有利于壮大信息消费，降低创业成本，推动“互联网+”战略。

　　The guidance said that, China would construct and upgrade network system. The network system must give a better service in quality, area, price, speed and convenience. It would bring advantages to E-Business and SYB. On the other hand, it could help to push the “Internet+” strategy.

　　近年来，随着“宽带中国”战略的启动实施和持续推进，中国宽带发展水平有了显著提升。

　　With the beginning of “China Broadband Plan”, Chinese broadband development has made big achievement.

　　但仍与人民群众的需求和用户期望差距较大，网络速率相对国际先进水平仍然较低，人均网费支出占收入的比重仍然较高，城乡区域发展不平衡，服务质量有待改善。

　　But, it still has a long way to go to reach people’s requirement and users’ expectation. On the other hand, the present charge of broadband service is still a big burden for people, especially compared with foreign advanced broadband technology.

　　党中央、国务院对此高度重视，要求加快推进宽带网络基础设施建设，进一步提速降费，提升服务水平。

　　Under this condition, the Party Central Committee and the State Council attaches great importance to this problem, and required the relevant departments to proceed broadband infrastructure construction and upgrade QoS.

　　其中，重点强调要有效降低网络资费，持续提升服务水平。明确指出要有序开放电信市场，充分发挥民间资本的创新活力，通过有序竞争持续促进提升宽带服务质量和降低资费水平，推动形成多种主体相互竞争。2016年将全面实现开放。充分发挥通信网和有线电视网信息基础设施的作用，加快全国有线电视网整合，为消费者提供高速优质服务。

　　Finally, Chinese government emphasis on cutting down the charge of broadband service and improving QoS. And it also give a signal to open the telecom market and utilize private capital to bring ordered and fair competition. In this way, the promotion of broadband service could be pushed by government and the whole industry. In 2016,the agent business of broadband service and mobile communication business would be opened to the market. In this way, infrastructure of communication and CATV network could be fully used to provide better service for customers.
