　　还有一个!!是说有一个地方想要发展新的什么什么，反正类似于新经济区之类的东西，然后这个经济区发展起来之后可以sustain之前的tax rate然后政府的tax revenue就会上升，但是从长期来看很多政府并不愿意这样做，因为是没有利益的，问为什么。。。
