2011.06.11Some people think the government should spend more money on public services rather than waste money on arts (i.e. music and printing). To what extent do you agree or disagree?

2012.7.28Some people believe that arts, such as painting and singing, do not directly improve the quality of people’s lives; therore government's money should be spent on other things. To what extent do you agree or disagree?

2013.5.25Government money should support more important things rather than artists. To what extent do you agree or disagree?

英格兰艺术委员会首席执行官认为“Those who run our great cultural organisations are leaders, impresarios, entrepreneurs and venture capitalists, who know how to make a little money go a long way.”

1、As governments struggle to pay for such basics as education and health care—and with private donations in decline—funding for the arts has taken a hit.

Struggle to do sth.

  Take a hit:

2、But why should arts funding be the government's responsibility? Some are quick to argue that tax dollars are better spent on keeping the streets safe and the lights on, not on enabling plays and paintings of subjective merit.

Be better spent on… not on doing…

3、Keynes believed that public investment in the arts would yield both cultural and economic dividends.

  Yield:

4、And public funding has enabled arts groups to leverage money from other sources, such as corporate sponsorship and private philanthropy. Of course there is a value to such things, measured in jobs and tourism, improved neighbourhoods and cultural exports.

  Enable:

  Leverage money from…利用。。。

5、Yet art can and does thrive without government support, says Peter Spence at the Adam Smith Institute, a libertarian think-tank in London. In opposing the motion, he argues that the British canon owes much of its existence to patrons and fee-paying audiences, not the fickle bureaucracy of government subsidies.

  Thrive:

  Opposing the motion:反对

  Government subsidies:

6、It encourages artists to try to appeal to government donors, and it places their work at the mercy of political whims.

  Appeal to:呼吁

  Government donors:

  At the mercy of:在。。。

7、It was essentially an attempt to address market failure; the market, of itself, would not provide a sufficient range of high-quality art or develop the infrastructure that was needed.

  Develop the infrastructure:
