义务教育阶段的教师必须到教师协会(TeachersCouncil)注册,认证合格后获得教师资格证(PractisingCertificate)才能到学校任教。不管是公立还是私立学校，没有教师资格证者，一年内在任何学校总的任教时间不得超过20个半天。而且他们的教学必须在有教师资格证的教师的指导下进行。
