My Lords and members of the House of Commons.

My government will legislate in the interests of everyone in our country. It will adopt a one nation approach, helping working people get on, supporting aspiration, giving new opportunities to the most disadvantaged and bringing different parts of our country together.

My government will continue with its long-term plan to provide economic stability and security at every stage of life. They will continue the work of bringing the public finances under control and reducing the dicit, so Britain lives within its means. Measures will be introduced to raise the productive potential of the economy and increase living standards.

Legislation will be brought forward to help achieve full employment and provide more people with the security of a job. New duties will require my ministers to report annually on job creation and apprenticeships. Measures will also be introduced to reduce regulation on small businesses so they can create jobs.

Legislation will be brought forward to ensure people working 30 hours a week on the National Minimum Wage do not pay income tax, and to ensure there are no rises in Income Tax rates, Value Added Tax or National Insurance for the next 5 years.

Measures will be brought forward to help working people by greatly increasing the provision of free childcare.

Legislation will be introduced to support home ownership and give housing association tenants the chance to own their own home.

Measures will be introduced to increase energy security and to control immigration. My government will bring forward legislation to rorm trade unions and to protect essential public services against strikes.

To give new opportunities to the most disadvantaged, my government will expand the Troubled Families programme and continue to rorm welfare, with legislation encouraging employment by capping benits and requiring young people to earn or learn.

Legislation will be brought forward to improve schools and give every child the best start in life, with new powers to take over failing and coasting schools and create more academies.

In England, my government will secure the future of the National Health Service by implementing the National Health Service’s own 5 year plan, by increasing the health budget, integrating healthcare and social care, and ensuring the National Health Service works on a 7 day basis. Measures will be introduced to improve access to general practitioners and to mental healthcare.

Measures will also be brought forward to secure the real value of the basic State Pension, so that more people live in dignity and security in retirement. Measures will be brought forward to increase the rights of victims of crime.

To bring different parts of our country together, my government will work to bring about a balanced economic recovery. Legislation will be introduced to provide for the devolution of powers to cities with elected metro mayors, helping to build a northern powerhouse.

My government will continue to legislate for high-speed rail links between the different parts of the country.

My government will also bring forward legislation to secure a strong and lasting constitutional settlement, devolving wide-ranging powers to Scotland and Wales. Legislation will be taken forward giving fect to the Stormont House Agreement in Northern Ireland.

My government will continue to work in cooperation with the devolved administrations on the basis of mutual respect.

My government will bring forward changes to the standing orders of the House of Commons. These changes will create fairer procedures to ensure that decisions affecting England, or England and Wales, can be taken only with the consent of the majority of Members of Parliament representing constituencies in those parts of our United Kingdom.

My government will renegotiate the United Kingdom’s relationship with the European Union and pursue rorm of the European Union for the benit of all member states.

Alongside this, early legislation will be introduced to provide for an in-out rerendum on membership of the European Union bore the end of 2017.

Measures will also be brought forward to promote social cohesion and protect people by tackling extremism. New legislation will modernise the law on communications data, improve the law on policing and criminal justice, and ban the new generation of psychoactive drugs.

My government will bring forward proposals for a British Bill of Rights.

My government will continue to play a leading role in global affairs, using its presence all over the world to re-engage with and tackle the major international security, economic and humanitarian challenges.

My ministers will remain at the forront of the NATO alliance and of international forts to degrade and ultimately deat terrorism in the Middle East.

The United Kingdom will continue to seek a political settlement in Syria, and will offer further support to the Iraqi government’s programme for political rorm and national reconciliation.

My government will maintain pressure on Russia to respect the territorial integrity and sovereignty of Ukraine, and will insist on the full implementation of the Minsk agreements.

My government looks forward to an enhanced partnership with India and China.

Prince Philip and I look forward to our state visit to Germany next month and to our state visit to Malta in November, alongside the Commonwealth Heads of Government Meeting. We also look forward to welcoming His Excellency the President of The People’s Republic of China and Madame Peng on a state visit in October.

My government will seek fective global collaboration to sustain economic recovery and to combat climate change, including at the climate change conference in Paris later this year.

My government will undertake a full strategic dence and security review, and do whatever is necessary to ensure that our courageous armed forces can keep Britain safe.

My government will work to reduce the threat from nuclear weapons, cyber attacks and terrorism.

Thank you Catherine for that kind introduction. I was delighted when I was asked to help open today's conference.

I want to start by saying a big thank you to all of the head teachers here today. I know how much is asked of you.

The fact that you are all committing your valuable time to support Place2Be, and prioritise the mental health of your students is something that all parents should be gratul for.

I often get asked why I decided to spend time highlighting the mental health of children. I imagine my answer might be similar to many of yours.

I know that I was lucky. My parents and teachers provided me with a wonderful and secure childhood where I always knew I was loved, valued and listened to.

But of course many children are not so lucky. Since beginning my work in areas like addiction, for example, I have seen time and time again that the roots of poor mental health in adulthood are almost always present in unresolved childhood challenges.

I am sure you will agree that all children deserve time, attention and love from the adults in their lives. These basic qualities are so much more valuable than the always changing material and social concerns that can seem so important to young people.

As today's theme reminds us, many children – even those from stable, happy homes – are finding that their heads are just too full. It is our duty, as parents and as teachers, to give all children the space to build their emotional strength and provide a strong foundation for their future.

Of course, not all children have the anchor of a strong family. Many will arrive through your school gates feeling a real lack of love and devotion in their lives. This often leaves them feeling insecure and without confidence and trust in the world around them. That is why your work is so important.

Parents, teachers and other school staff need the tools to help these young people early in their lives. And the earlier, the better. It is proven that early action prevents problems later in life.

Imagine if everyone was able to help just one child who needs to be listened to, needs to be respected, and needs to be loved – we could make such a huge difference for an entire generation.

As head teachers you have the chance to reach tens of thousands of children during your careers, and make an impact on a great scale. Thank you for making the work of

Place2Be part of your mission. I hope you know how much your work is valued.

I've just been to see Her Majesty the Queen, and I will now form a majority Conservative government.

I've been proud to lead the first coalition government in 70 years, and I want to thank all those who worked so hard to make it a success; and in particular, on this day, Nick Clegg. Elections can be bruising clashes of ideas and arguments, and a lot of people who believe profoundly in public service have seen that service cut short. Ed Miliband rang me this morning to wish me luck with the new government; it was a typically generous gesture from someone who is clearly in public service for all the right reasons.

The government I led did important work: it laid the foundations for a better future, and now we must build on them. I truly believe we're on the brink of something special in our country; we can make Britain a place where a good life is in reach for everyone who is willing to work and do the right thing. Our manifesto is a manifesto for working people, and as a majority government we will be able to deliver all of it; indeed, it is the reason why I think majority government is more accountable.

Three million apprenticeships; more help with childcare; helping 30 million people cope with the cost of living by cutting their taxes; building homes that people are able to buy and own; creating millions more jobs that give people the chance of a better future. And yes, we will deliver that in/out rerendum on our future in Europe.

As we conduct this vital work, we must ensure that we bring our country together. As I said in the small hours of this morning, we will govern as a party of one nation, one United Kingdom. That means ensuring this recovery reaches all parts of our country: from north to south, from east to west. And indeed, it means rebalancing our economy, building that "Northern Powerhouse". It means giving everyone in our country a chance, so no matter where you're from you have the opportunity to make the most of your life. It means giving the poorest people the chance of training, a job, and hope for the future. It means that for children who don't get the best start in life, there must be the nursery education and good schooling that can transform their life chances. And of course, it means bringing together the different nations of our United Kingdom.

I have always believed in governing with respect. That's why in the last Parliament, we devolved power to Scotland and Wales, and gave the people of Scotland a rerendum on whether to stay inside the United Kingdom. In this Parliament I will stay true to my word and implement as fast as I can the devolution that all parties agreed for Wales, Scotland and Northern Ireland.

Governing with respect means recognising that the different nations of our United Kingdom have their own governments, as well as the United Kingdom government. Both are important, and indeed with our plans, the governments of these nations will become more powerful, with wider responsibilities. In Scotland, our plans are to create the strongest devolved government anywhere in the world with important powers over taxation. And no constitutional settlement will be complete, if it did not offer, also, fairness to England.

When I stood here 5 years ago, our country was in the grip of an economic crisis. Five years on, Britain is so much stronger, but the real opportunities lie ahead. Everything I've seen over the last 5 years, and indeed, during this election campaign, has proved once again that this is a country with unrivalled skills and creativeness; a country with such good humour, and such great compassion, and I'm convinced that if we draw on all of this, then we can take these islands, with our proud history, and build an even prouder future.

Together we can make Great Britain greater still. Thank you.
