遇到紧急情况在国外怎么请求救援？

　　2015年8月12日晚11时30分左右，天津滨海新区瑞海公司所属危险品仓库发生爆炸。据现场目击者称，现场火光冲天，腾起蘑菇云，爆炸产生强烈震感，河北多地亦能感觉到。目前事故已致17人死亡，32人危重，283人入院。
