未成年人赴美需要父母授权书吗？

      前段时间有一个截图在行业内和朋友圈里传得沸沸扬扬（详见下方），在转发以后陆陆续续接到了很多同行和家长的电话询问：“未成年人赴美必须要家长授权吗？作为家长我应该准备什么样的材料？”
     既然大家都这么关注这个问题，我觉得有必要做一个集中的介绍。首先咱们可以看这句话的出处-----  来源于这个https://www.cbp.gov/海关边境保护局U.S. Customs and Border Protection的网站FAQ答疑部分。

问题是：If a child (under the age of 18) is traveling with only one parent or someone who is not a parent or legal guardian, what paperwork should the adult have to indicate permission or legal authority to have that child in their care?

答案：Due to the increasing incidents of child abductions in disputed custody cases and as possible victims of child pornography, Customs and Border Protection (CBP) strongly recommends that unless the child is accompanied by both parents, the adult have a note from the child's other parent (or, in the case of a child traveling with grandparents, uncles or aunts, sisters or brothers, friends, or in groups*, a note signed by both parents) stating "I acknowledge that my wife/husband/etc. is traveling out of the country with my son/daughter/group. He/She/They has/have my permission to do so." See our Q&A parental consent.
      通过这个问题和答案不难知道，Customs and Border Protection (CBP)是出于近年不断上升的儿童诱拐事件和儿童权益受侵害事件等，特此强烈建议strongly recommends未成年如果不是跟父母双方同时出游时，父母/监护人应当出具一份书面授权书。
       马上又到了暑假和秋季开学季，很多家长和学生都很关心这个问题；大致可以分为以下类型：一、赴美读中学的未成年学生家长；二、参加夏令营、summer school、短期访问（赴美面试、学术交流、竞赛、表演等）的未成年人家长；三、与非父母/监护人或者父母一方赴美旅行的未成年人家长。
       其实大家完全不必惊慌，这并不是使馆的通知或规定，而只是海关边境保护局U.S. Customs and Border Protection通过答疑方式给未成年人出游安全保护方面的一些建议。但是，为了避免入境的时候万一有麻烦（几率很小），建议以上类型的未成年人家长可以在孩子入境前准备一份中英文父母授权书，建议包含以下内容即可：“我已知道我的丈夫/妻子/或其他人带着我的儿子/女儿一起旅行，他/她（们）已经取得了我的授权。”除此之外，也可以把预计旅行城市，大致时间什么的写到授权书里。
